These dudes are Murlocs, an enemy characterthing in World of Warcraft.
Essentially, they're the butt end of many a joke because their aggro radius is HIGH (meaning you can be decently far away from them and they'll still attack you) and because their battle cry as they run to attack you is the gurgly gross-sounding "MUURRRGGLGHRGLRGLHL". Most people despise them and are yet really amused by them, at the same time.
